Personality: Garrus's Shepard.
Born in the militaristic homeworld of the Turians, Palaven, Garrus received training in the art of war since he was really young (15 years old, to be precise), something not uncommon for young Turians. As a young soldier in training, he learned how to fight and survive in a world where military prowess is everything.Together with a few hundred of other soldiers of his age, he was chosen to receive Spectre training -- a special force under the command of the Citadel -- but saw his candidacy revoked because of his father disapproval. His father, a chief security officer, did not like how the Spectres were above the law, answering to no one but the Council, how they were permitted to do anything they wanted without many repercussion as long as the Council had nothing against it and he did not like the idea of his son becoming one. As a matter of fact, Garrus joined the Citadel Security as well, following his father's footstep. But the longer he spent in the security, the more Garrus despised how the things worked in it.
"It's so much easier to see the world in black and white…. Gray? I don't know what to do with gray…"
Garrus believes in justice; in "an eye for an eye". He believes that sacrificing the few for the many is a battle won and that doing wrong things for the right reasons is valid as long as you get it done. All of this, obviously, is the cause of attrition between him and c-sec (and also his father, who believes in the law first and foremost); he dislikes the many amount of restrictions imposed by the law and how they clash with his own sense of justice.
But nevertheless, being born and raised in a military world, Garrus is not one to refuse commands from direct superiors. In his travels with Shepard, he often raised question to his actions and way of handling things, but never flat out refused to comply to his orders. The difference between Shepard and the C-Sec in this case is probably a case of respect: he believes that following the orders of someone who gets the job done -- even if it isn't in the way he would do it -- is better than following the orders of people so bound by restrictions and boundaries that they would rather let a crazed lab scientist escape than kill a few of his hostages (which would have become future lab experiments with him, anyway).
Garrus is called idealistic by Aria; "someone who still believes he can change the world" by Harkin. Garrus has a hard time letting injustice pass by in front of him, he even assembled a whole group of like-minded people to take care of the crime in Omega because he thought it was possible to change the state for the better of that place if only people wanted it and worked for it.
Garrus is calm and collected, hardly ever seen by others swayed by anger or sadness. He's a strategist, someone who would rather take a few seconds more to flesh out a plan for the sake of success than go straight into the fray. He's seen being disgusted by experiments on alive organics beings (most likely caused by his past with the case of the crazed scientist), but he's also seen saying that taking advantages from such experiments might do more good than bad (as shown with the Human Reaper where he agrees with the Illusive Man that harvesting knowledge from it might be a good thing and that it would make the deaths of those humans not be in vain).
On the other side, Garrus is often seen making jokes or adding snark and sarcastic remarks whenever he can. He seems to prefer lighting up the mood in missions rather than taking everything too seriously. He's also very smart, knowledge in both science and technology of his age (enough to be able to work on starship guns and to be called a "nerd" by one of his friends).
In terms of relationships, Garrus isn't one to take them and trust lightly. This is seen with Shepard, where their relationship can grow great enough to become something similar to being brothers, and with Sidonis, where he would not think twice about killing him as a revenge for his betraying his other friends and trust. Another example of this is how much he takes in consideration Shepard's words, the words of someone who he trusts with his whole life: in his mission to track down Sidonis, Shepard is able to show Garrus in what state of mind Sidonis was after betraying him and his other friends and that killing "an already dead man" would have fixed nothing. And there is no anger from Garrus after Shepard let the man go, but thankfulness for letting him see reason.
Overall, Garrus is anything but your typical Turian, with his dislike of boundaries and restrictions. He's a tactician and a soldier; a sniper and an infiltrator. He's your most trusted ally or your worst enemy.
Abilities/Powers: Garrus does not have any particular special power of the ones found in his canon (biotics and similar), but he is often mentioned to be a very skilled sniper. Because of that he often mentions in game that he prefers being at long-range in combat rather than close.
Aside from that, he is a technician and engineer, he is fluent in hacking and working on synthetics.
Oh and he is damn good at calibrating spaceship guns.
Items/Weapons: Garrus is bringing his omni-tool (which will be mostly non-functional), a sniper rifle (M-97 Viper) and an assault rifle (M8 Avenger) of which he will probably have many issues finding ammo.

Garrus never thought that only thinking about that name was able to give him so much hope. He knew that it was rather common among the people and refugees of the war to believe that, to paint Shepard as the hero that will save the galaxy but... he knew Shepard for so long now, he was with the Commander for over three long journeys spanning over years. He had always thought that he was immune by that charm.
A smile came on his face for a second as he thought that name again. Shepard. Maybe it's exactly because he had known Shepard for so long that he knew that hope was real, that there was no one else in the world he'd put his faith in. That Shepard was the hero that will save the galaxy.
Another long sip and he finished his drink.

Garrus found himself in the Purgatory, the citadel's bar. Shore leave had been rare for them lately, between all that was happening and the final battle impeding over them. He was sitting there, next to the counter and as near as the bartender as possible, thinking that if there was going to be any time to drink some Turian tequila, that was the best. The familiar, strong taste reminded him of home. The same home that wass currently burning under the firepower of the Reapers while he was standing there, taking a last sip from the glass he had in his hands.
